As an ARPA-H (Advanced Research Projects Agency for Health) Advanced Scientist Engineer for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your science and/or engineering expertise in computer science or related scientific field for Task Order research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation.

Role Description:
Noblis is seeking a detail-oriented and experienced Advanced Scientist, Engineer (ITDI) to join our team at ARPA-H (Advanced Research Projects Agency for Health).
As an ARPA-H Advanced Scientist, Engineer (ITDI), you will be responsible for providing scientific and/or engineering support to program managers. This role involves providing technical support and ensuring effective development, management, and application of your expertise in Artificial Intelligence / Machine Learning (AI/ML), AI or software development, and project management depending on specific program assignment (ACTS, Eureka, Grace).
Responsibilities and Duties:
- The Scientist / Engineer will plan and develop R&D projects, concerned with unique or controversial problems which have an important effect on major programs.
- Evaluating the feasibility of technical approaches to problems.
- Reviewing health research-related technical reports,
- Developing and evaluating scientific capability development strategies.
- Monitoring R&D projects and technical performance against goals.
- Developing test and evaluation methodologies.
- Assessing the efficacy, safety, cost lifecycle costs of proposed or realized scientific solutions.
- Developing scientific program status reports, PowerPoint briefings, and read-ahead materials.
- Developing, monitoring, and maintaining a central repository of R&D efforts.
- Organizing, coordinating, and participating in meetings, discussions, and seminars on ARPA-H-related topics,
- Communicating scientific findings to technical and non-technical audiences as needed
- Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers.
- Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
- Assisting with planning technology transitions to the respective operational customer.
- Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
- Provide expertise and advice regarding AI/ML.
- Proactively identify risk areas highlighting impact to mission and proactively developing solutions.
- Capture meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.
- Manage and respond to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Provide Noblis-internal leadership, including:
- Possible line management responsibilities.
- Providing professional development and mentorship for teammates.
- Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team.
Required Qualifications:
The candidate must have the following required qualifications:
- A minimum of 15 years past work experience in a scientific or engineering role, such as a Scientist or Engineering SME preferably in a governmental research or scientific organization
- Master’s degree in computer science or related scientific field is required.
Desired Qualifications:
- Experience in progressively more difficult levels in planning and developing R&D projects of a research and development nature, concerned with unique or controversial problems which have an important effect on major programs.
- Demonstrated skill in conceiving, planning, and conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques.
- Experience with having successfully demonstrated the ability to independently conduct the appropriate analysis to offer recommendations, solution, and alternatives to resolve R&D issues, concerns, problems, or methods in areas related to ARPA program offices.
- Demonstrated experience in the use of advanced techniques, theories, precepts, and practices required in the field/disciplines to which he/she is providing expertise.
- Published articles in the Field of Expertise is highly desirable.
- Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.
- Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
- Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
- Experience providing guidance, feedback, and consulting services to federal program managers.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) is strongly desired.
- Experience supporting federal agency program managers and leaders is preferred.
- Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
- Proven results-oriented problem-solving abilities.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience preparing and reports, schedules and status inputs
- - Follow, understand and review the technological developments in the sector of AI/ML computing, and related tangential domains, including the emergence of other computing platforms.
- Develop new analytical, or experimental, or numerical techniques
- Invent and analyze new quantum algorithms or protocols of computation.
- Develop, and test applications of AI/ML for specific ARPA-H problems
- Develop beyond-state-of-art classical computing techniques (optimization, machine learning,etc.).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range: USD $81,900.00 - USD $127,950.00 /Yr.
