Description:
Markon’s partner company is seeking a SIGINT Systems Engineer to support an intelligence customer. The Systems Engineer will assist the task manager in developing an end-to-end systems engineering plan designed to optimize the government's overhead systems on routine detections of global activities.This position will interact with several government enterprise systems engineers and stakeholders to drive solution plans and strategies for complex technical challenges to include optimizing collections against key equipment involving detection, location, exploitation, and neutralization
Responsibilities:
- Identifying and documenting capabilities as they pertain to detection and geolocation of signals.
- Understanding and documenting the constraints of stakeholders to include policy and technical issues.
- Documenting the maturity of device signals and identifying improvements to their processors that would increase geolocation accuracy.
- Developing test scripts for cooperative testing of non-linear junction devices.
- Using ETSR data to refine processor output and overhead configurations that increases the yield of high-quality detections and geolocations.
- Assisting in defining system processing needs and its architecture to support the management and utilization of overhead RF data policies.
- Identifying technical, CI, and operational risks and recommend mitigations.
- Developing an overall architecture of this end-to-end process that enables a multi-year resource plans for future years
- Attending weekly and/or ad-hoc meetings in McLean, VA.
Qualifications:
- Active TS/SCI clearance with full scope polygraph.
- Bachelor's degree in Computer Science, Engineering, or related technical field with 6-10 years of relevant experience
- Experience with Systems Engineering and all related functional disciplines therein.
- Technical experience working with space-based sensors and systems.
- Knowledge of space/ground/comm systems and sensor vulnerabilities.
- Detailed understanding of government overhead collection systems, related architecture, and optimization of technical satellite specifications.
- Ability to work collaboratively across stakeholder organizations as needed.
- Ability to interview, document, and distill disparate inputs from stakeholders into a coherent end-to-end system architecture.
- Outstanding verbal, writing, and presentation skills to include complex systems in PowerPoint.
- Self-starter with strong initiative and follow through.
- Must have the ability to travel within the WMA when needed and on short notice if requested.
Desired qualifications:
- Demonstrated experience with the Sponsor's enterprise and operational activities, capabilities, and technical development programs.
- Familiarity with overall SIGINT ground customer and technical familiarity with mission control and/or processing of one or more SIGINT systems, including sensor knowledge.
- Expertise in mission technical capabilities and system performance analysis and assessment.
- Experience identifying user needs and gaps, identifying potential solutions, and assessing/analyzing alternatives.
- Currently or in the past, obtained a NMIS account.
Salary Range: USD $170,000.00 - USD $180,000.00 /Yr.
